Sec. 8.325.5(a)
"Various administrative duties are set forth throughout section 8.325.5 including the following: The Steering Committee to promulgate regulations for the administration of competitive grants. (§ 8.325.5(i)); The City Engineer shall develop a Request for Proposal process and documents (RFP) pursuant to all applicable federal, state, and local ordinances and regulations. The RFP will be approved by the Steering Committee and City Council, and will be subject to City Attorney approval as to form and legality prior to the commencement of each funding cycle. (§ 8.325.2 (b)); The City Engineer will be responsible for reviewing all applications meeting the basic eligibility requirements of the RFP. (§ 8.325.2(g))."
