"In accordance with North Carolina General Statutes G.S. § 160A-383, the purpose of this Land Use Ordinance is to implement the goals and policies of the Land Use Plan. In addition, this ordinance establishes an orderly process for the design, review, approval, development, and use of land within the jurisdiction of the City of Lexington that is clear and equitable. It is the intent of this ordinance to ensure that development occurs in a manner consistent with the goals and policies outlined in the Land Use Plan, and is generally harmonious with surrounding properties without the endangerment of the health, safety, and general welfare of existing and future owners and users of surrounding properties, and the public." § 1.2.
