This law establishes an organics recycling program and allows participating residents to receive free compost. Food waste is among the items that may be recycled.
The law provides that "[a]ny owner, occupant, tenant or lessee may request automated 96-gallon organic recycling containers, which will be supplied by the City Refuse Division free of charge." § 90-33. However it does not address funding for the containers.
